Preparation to the implementation of the 2006 elections
In the spring of 2006, the Nation shall elect Members of Parliament again.
By the amendment of the Act on the electoral procedure - adopted by the
Parliament in July 2005 - new elements have been included in the electoral
process.
First of all, the deficiencies established by the Constitutional Court have been redressed. Besides, based on experience gathered in the course of years, a number of topical issues have been settled in the statutory regulation.
One of the most significant changes in this context is that Hungarian citizens having domicile in Hungary but staying abroad at the time of the ballot may request excuse to cast their votes at the foreign representations or general consulates.
Further important changes in the legislative provisions are related to:
- the closing of the electoral roll and the roll of the foreign representations,
- the process and the deadline of establishing the conclusion of the ballot, and
- the system of legal remedy.
In order to ensure that the elections take place in line with the statutory requirements, the staff of the National Electoral Office started the one-month preparation of the heads of regional and local electoral offices early in September.
All settlement notaries as well as the staff of the regional electoral offices - about 2600 individuals - were involved in the training in the first phase of the preparations.
The preparation process is expected to continue in January 2006 with focus on
the practical approach of the elements of implementation. In this context, we
intend to support the work and activity of the electoral experts by analysing
case studies and modelling various problems.
