The EP list requires 20,000 valid recommendations, which parties had to collect between 20 April and 3 May.
The voter submits his/her recommendation on the recommendation form, which must be signed by the voter with his/her name, personal identification number and address in Hungary.
The verification of recommendations should include an assessment of compliance with the above requirements. The identification of the recommending voter and the verification of his/her right to vote shall be carried out by comparing the data on the recommendation form with the central register. The election office shall not invalidate a recommendation, but shall not count a recommendation that does not meet the legal requirements as a valid recommendation.
The batch check of the recommendations need not be continued if it is certain that the number of valid recommendations reaches the number required for the drawing up of the list or if it can be established by mathematical calculation from the number of sheets or recommendations that it cannot reach the required number of recommendations.
A recommendation form can contain up to 8 recommendations, which means that to collect the 20,000 signatures required, 2,500 fully completed recommendation forms containing only valid recommendations are needed.
It is common knowledge for nominating organisations that, for example, in view of the incomplete, incorrectly recorded, misspelled and therefore invalid recommendations, it is recommended to collect about 23,000 recommendations in order to collect the necessary 20,000 valid recommendations. As can be seen from the figures below, the nominating organisations have in all cases collected more than the minimum number of recommendations required.
The recommendations were checked by the NEO for all organisations standing in the EP elections.
FIDESZ - Hungarian Civic Alliance and the Christian Democratic People's Party: the nominating organisations received 4,000 recommendation forms.

New Alternative Party:
The nominating organisation received 3,300 recommendation forms. Subsequently, 3015 recommendation sheets were handed over to the NEO for the list preparation. Of these, 1134 sheets contain recommendations, which can amount to a maximum of 9072 recommendations. As this does not reach the 20 000 recommendations required for drawing up the list, the NEO - in accordance with the Ve. 127 (2) did not verify the recommendations.
People's Party:
The nominating organisation received 5,000 recommendation forms. It then handed over 4804 recommendation forms to the NEO for the drawing up of the list. Of these, 2536 recommendation sheets contained a recommendation and 2268 were blank.
The 2536 recommendation sheets contain 8 rows per sheet, for a total of 20 288, so the maximum number of valid recommendations is 20 288 if all the forms are filled in and the recommendations are complete and correct.
During the recommendation check, 1670 valid recommendations were found on the 274 recommendation sheets (2192 rows) checked, i.e. 522 rows did not contain any valid recommendations.
Since there are only 18096 rows on the remaining 2262 recommendation sheets, even if all of them contained valid recommendations, the maximum number of valid recommendations for the People's Party would be 18096+1670=19766. Since this number does not reach the 20,000 recommendations required for the list, the NEO - in accordance with Ve. 127 (2) did not further verify the recommendations.
The NEO informs the National Election Commission (hereinafter referred to as the NEC) of the results of the recommendation check. The NEC registered/registers all lists that meet the legal requirements, at the latest on the fourth day following the date of notification.
The Alliance for Civilians Party, the Party of Social Democrats and the Hungarian Workers' Party did not wish to put forward a list.
The NEC already registered: FIDESZ - Hungarian Civic Alliance and the Christian Democratic People's Party, Our Homeland Movement, Respect and Freedom Party, Solution Movement.
The NEC will decide on the registration of the lists announced on 2 May 2024 and 3 May 2024 at its next session.
