Budapest, 19 February 2025 - A new provision is of Act XXXVI of 2013 on Electoral Procedure, which entered into force on 1 February, that it is not obligatory to hand over an envelope to the voter during the voting. The voter may still request an envelope for the ballot paper, however, it shall be handed over by the polling station commission only at the request of the voter.
It is important to note that the Digital Citizenship Programme (DCP) mobile phone application is not suitable for proof of identity when voting.
Before voting, voters must present a valid identity document (ID card, passport, driving licence) and an address card. The use of an address card will only be abandoned at a later date, for elections after 1 January 2026.
Application forms for the parliamentary by-elections to be held on 23 March 2025 remain open to voters. Only voters who have adress in the constituency are allowed to vote in the by-election.
Voters can also vote in the by-election by absentee voting, but only at designated polling districts in the Budapest 11th parliamentary single-member constituency. This means, for example, that a voter of District IV can register at a designated polling district in District XIII to cast his/her vote at a health facility in District XIII by requesting a mobile ballot box.
After a successful application for registration in a foreign mission, voters can also cast their vote in any foreign mission of Hungary. Applications for registration and entry in the register of voters at a foreign mission may be submitted until 16:00 on 14 March 2025 (Friday).
Applications to be removed from the register of foreign missions may be submitted until 19 March 2025 (Wednesday), while applications to be registered may be withdrawn until 10:00 on 21 March (Friday).
Anyone who is unable to vote because of health reasons, disability or detention, may request a mobile ballot box, but must submit their request by 12:00 on polling day, 23 March 2025 (Sunday).
Voters with a disability may apply for a Braille ballot paper by 16:00 on Friday 14 March 2025 and for a barrier-free polling station by 16:00 on Wednesday 19 March 2025.
Applications can be made electronically at www.valasztas.hu or in person or by proxy at any local election office.
