Budapest, February 24, 2025 - On behalf of the National Election Office, Dr. Attila Nagy, President of the NEO, dr. János Wiedemann, Head of the Secretariat of the National Election Committee of the NEO, Dr. Márta Péter-Delbó, Head of the NEO's Department of the Register of Names, and Dr. Zoltán Juhász, Legal Officer of the NEO's Department of the Register of Names, gave presentations at the event.
The event organized by KRE began with a welcome speech by Prof. Dr. László Trócsányi, Rector of the university, followed by greetings from Prof. Dr. Ádám Rixer, Head of the Lőrincz Lajos Public Law Research Workshop, and Dr. Attila Nagy, President of the National Election Office (NEO) and a member of KRE’s Research Workshop.
In the first session, moderated by Dr. Róbert Sasvári, President of the National Election Commission (NEC), the decision-making and legal remedy mechanisms applied during the electoral process were examined. Especially, Prof. Dr. András Zs. Varga and Prof. Dr. András Patyi, former Presidents of the NEC, analyzed the current legal situation of electoral adjudication, while Prof. Dr. habil. Adrián Fábián and Dr. Barnabás Hajas presented their thoughts on legal remedies procedures.
In the second session, - chaired by Dr. Szilvia Köbel - election law dilemmas were discussed. During this session, Dr. Attila Nagy examined administrative sanctions in electoral and referendum procedures, Prof. Dr. Csaba Cservák, an elected member of the NEC, categorized electoral systems from the perspective of voters, Dr. András Téglási, former President of the NEC, discussed the constitutional aspects of invalid votes, while Dr. Gábor Kurunczi spoke about the limitations of voting rights concerning children and individuals under guardianship.
In the final session, Dr. János Wiedemann, Dr. Márta Péter-Delbó, and Dr. Zoltán Juhász shared the current experiences of the NEO, with particular attention to the registration of nominating organizations, the automation of electoral administration, and the related issues of legality and good faith. At the end of the session, Dr. Tímea Bajmóczyné Dr. Balázs and Dr. Gabriella Tusor, notaries, shared their impressions and current questions regarding the regulation in their administrative districts.
